RAMON, ISABELA
In the middle of the twenties (1925-1926) when the San Jose–Santa Fe national road opened, Ilocano migrants from the Central Plain of Luzon like Tarlac, Pangasinan, and Nueva Ecija, arrived in bull carts to settle on this vast area covered with weeds called “samon” as homesteaders. As required by statutes, these people stayed right on their 24 hectares (59 acres) farms to clear the lot in order call it their own. The place was a part of Buenavista, the oldest barrio of Santiago, Isabela. For more than ten long years amidst hardships and sufferings due to malaria disease and unfavorable weather conditions, the pioneers labored to convert their homestead into a productive farm with palay as their main crop.
At the latter part of the thirties (1937), the Santiago–Tuguegarao Road via Mallig Plains was opened and more immigrants came to farm in the place. This area which is 10 kilometres (6.2 mi) away from the town proper of Santiago later emerged to become barrio Bugallon, eventually becoming the biggest barrio of Santiago.
The completion of the Maris Dam at Oscariz in 1957 attracted more migrants to farm at the irrigated areas of Bugallon. Along with the Ilocano arrivals were few Tagalogs, Pangasinenses, and many others.
The municipality of Ramon was created on June 18, 1961, by virtue of Republic Act No. 3320 sponsored by the then Congressman Delfin Albano of the then lone District Isabela. On November 12, 1963, the first set of local officials were elected with Angelino F. Vizcarra as Municipal Mayor.
The original seat of government was first conceived to be established 500 meters north of Barangay Burgos. However, the local officials decided to temporarily locate the site at Bugallon which eventually became the permanent site by virtue of Republic Act No. 11354, upon which a two storey Municipal Hall was built on December 8, 1968.
The municipality was named in honor of Don Ramon Elento and was originally classified as a seventh class municipality at the time of its inauguration on January 1, 1964. Ramon had 12 original barangays carved out from the municipalities of San Mateo and Santiago. In 1966, another barangay was annexed from the municipality of Echague. Later, by virtue of the revised Barangay Charter or Republic Act. No. 3590, six additional barangays were created.
The rural Electrification Program of ISELCO I was completed in the later part of the seventies (1976–77).
And, with the completion of the Magat High Dam in 1983, more areas were converted into irrigated rice lands which attracted more and more people from all places to migrate to the municipality, including Igorots and Ifugaos from the hinterlands.

RANIAG, RAMON, ISABELA
Raniag is a barangay in the municipality of Ramon, in the province of Isabela. Its population as determined by the 2020 Census was 5,613. This represented 9.93% of the total population of Ramon.
The household population of Raniag in the 2015 Census was 5,337 broken down into 1,399 households or an average of 3.81 members per household.
Combining age groups together, those aged 14 and below, consisting of the young dependent population which include infants/babies, children and young adolescents/teenagers, make up an aggregate of 31.80% (1,697). Those aged 15 up to 64, roughly, the economically active population and actual or potential members of the work force, constitute a total of 64.40% (3,437). Finally, old dependent population consisting of the senior citizens, those aged 65 and over, total 3.80% (203) in all.
The computed Age Dependency Ratios mean that among the population of Raniag, there are 49 youth dependents to every 100 of the working age population; there are 6 aged/senior citizens to every 100 of the working population; and overall, there are 55 dependents (young and old-age) to every 100 of the working population.
The median age of 24 indicates that half of the entire population of Raniag are aged less than 24 and the other half are over the age of 24
Raniag is situated at approximately 16.7611, 121.5410, in the island of Luzon. Elevation at these coordinates is estimated at 97.9 meters or 321.2 feet above mean sea level.

In 1995, based on a one-month study conducted by the Office of the Sangguniang Bayan of Ramon, necessitates the need to put up another public high school at the Municipality of Ramon to accommodate overflow students from the existing one National High School at Barangay Oscariz and La Salette of Ramon, Inc., thus Municipal Resolution No. 9651 was filed to seek for the creation and establishment of Raniag High School which will be located strategically at the heart of the barangay.
Ramon, Isabela has been producing enormous elementary graduates every year from 14 complete elementary schools. Only 60% of this are absorbed by the two existing high schools, thus the remaining 40% have to sacrifice crossing the nearby towns in Potia, Ifugao, Cabulay and Rizal, Santiago City.
The said project was initiated in tandem by Kgd. Romeo Q. Rimando & Kgd. Anselmo C. Quilit under the administration of the then Mayor Angelino F. Vizcarra, Sr., who filed the Resolution #93-05 dated January 15, 1993 requesting the National Congress of the Philippines through Congressman Antonio M. Abaya of the 4th District of Isabela to expedite the passage of the Bill No. 2288 entitled “An Act Establishing Raniag High School”. This is in support to the approved government policy to provide free secondary high school education to poor but deserving students who can’t afford private high school education.
It was adopted by the Sangguniang Bayan of Ramon until the term of Mayor Renato M. Vizcarra with SB Members Demetria N. Barrozo and Isidro “Sid” F. Lactao Jr. The aforementioned resolution was pushed through by complying the needed documents and requirements, which gained strong support from DECS Region II, thus, endorsing the said concern to the senate for immediate action.
Finally, the House Bill No. 2288 passed the House of Representatives and the Senate on May 20, 1996 and December 2, 1996 respectively moving it into Republic Act No. 8261. “An Act Establishing Raniag High School at Ramon, Isabela.” It was approved into law through the office of the former President Fidel V. Ramos on February 17, 1997.
Raniag high School is indeed persistent to reach out for the children, because through the unconditional generosity of Dr. Alberto Reyes, Mrs. Pacita Carlos and Mr. Eufencio Reyes, they extended their open-handedness by executing the deed of donation of the 9,438 sq. m lot as the site of the soon-to-born school.
On December 7, 1998 a Municipal Resolution No. 98-25 was filed through the office of the Municipal Mayor informing the DECS Secretary Bro. Andrew Gonzales that the Municipality of Ramon, Isabela had complied with all the requirements for the opening of Raniag High School for the year 1999-2000.
Construction of the edifice building began to take shapeon the last week of April, 1999 and was inaugurated on June 4, 1999. Three classrooms were blessed to become the second home of its clients. It was manned by Mrs. Paz G. Segundo as the Officer In-charge who was at the same time the Principal of Dabubu High School in San Agustin, Isabela with the ever dedicated pioneer teachers – Mrs. Amalia L. Agub, Mrs. Bernadette R. Lastimosa, Mrs. Lolita D. Cabillon, Mrs. Victoria B. Luga and Mr. Adriano G. Sabado.
During the first year of its operation, it only catered first year students. However, it had its staggering growth because the teachers then wanted to have their first batch of graduates. Consequently, new classrooms were erected through the assistance of the Department of Education, national and local government officials and civic spirited citizens. More teachers and students came to join the building of “Raniag High School” family.
The school rapidly gained its reputation and thrust from the nearby barangays which contributed to its fame as a secondary school in the division and regional as well. For almost ten years, Mrs. Segundo had been the mother of the rising institution. She has been transferred to Ramon National High School which resulted to the placement of Mrs. Arlene Jacinto as the Officer-In-Charge of RHS in the year 2010. On February 12, 2011, Mrs. Jacinto was transferred to an elementary school where Mrs. Vilma C. Dayrit took her place as secondary school principal II which also brought a massive transformation of the school. On November 2014, Mrs. Marisol A. Dumon became the school head where the school continous metamorphosed at it was awarded as National Champion in the Search for Best Gawad KALASAG Implementer Hall of Fame for 2016, 2017 and 2018, National Winner for 2017 and 2018 Project WATCH Best Implementer , 2018 Regional Best Barkada Kontra Droga Implementer, 2017 Regional Winner for the Search for Eco-Friendly School (Nestle Water Leadership Award), Regional Champion for 2017 Best Performing Secondary School and 2016 Most Outstanding Secondary School Head, Mrs. Marisol A. Dumon has been transferred to San Mateo Vocational and Industrial High School in the year 2019 and was replaced by Mrs. Ma. Rodelene J. Terte, a former teacher of Raniag High School. In the year 2020, Mrs. Marisol A. Dumon has served Raniag High School as Principal after the transfer of Ma. Rodelene J. Terte to Ramon National High School. Though the able leadership of Mrs. Marisol A. Dumon, the Special Science Curriculum started its first year of implementation this School Year 2021-2022 after it was approved by the Schools Division of Isabela. On September 2021, Mrs. Marisol A. Dumon has retired to the service and replaced by Mr. Arturo B. Nool, Jr as Officer-In-Charge from September 2021 to date. Raniag High School also maintained its name as “Home of the Champions” for it was recognized as a Regional Champion in Best Implementer of Barkada Kontra Droga, Best Implementer of Brigada Eskwela and National Finalist in Barkada Kontra Droga and Project W.A.T.C.H.
To date, Raniag High School has a total of 2447 learners, both from the Special Science Curriculum, Junior High School and Senior High School, and a total of 98 employees which composed of 76 total permanent teachers, 9 LSB teachers, 1 PSB teacher and 12 staffs.
